Civil and Erection Works Management at Site from Alstom side.General Ш Overall Civil and Erection Execution responsibility is delegated from Consortioum Site Manager Environmental, Health and Safety Ш Ensure Civil & Erecrion teams are adequately trained and inducted to carry out their duties. This extends to making sure that all employees are informed on all hazards and precautions applicable to the site and that these employees adhere to the required standards.Ш Implementation of EHS policies, safety procedures, work instructions, guidelines, local laws and regulations within civil & erection construction scope including subcontractorsШ Ensure that consortium partners are in compliance with the EHS requirements on site. This includes review and ongoing monitoring of the civil contractors’ adherence to their EHS Plan requirements. It should be noted that the subcontractor’s EHS plan should use Alstom’s EHS requirements as a minimum. Ш Monitor EHS performance on site from the civil and erection teams plus consortium partners and take action to continuously improve performance. Where required remedial measures also to be implemented to reduce or eliminate unsafe acts or conditions.Ш Ensure that consortium partners are advised of their EHS obligationsrequirements and these required measures are implementedШ Review civil& erection Method Statements to ensure civil & erection consortium partner’s activities meet safety and environmental requirements Quality Ш Ensure quality of workmanship and adherence to the Site Quality Plan by all civil and erection contractorsШ Monitor quality performance by the consortium partners to ensure that works are executed to the required quality standards, technical specifications and contractual obligations.Ш Review Method Statements from consortium partner to ensure works meet safety, quality and environmental requirements Ш Ensure all works meet ITP and ITPL requirements including making sure that all records are kept as per project proceduresШ Ensure latest documentation including drawings and technical specifications are used at all timesШ Ensure turnover and punchlist systems are implemented and that all corresponding turnover and punchlist items are actioned as per project requirementsProgram Ш Assist project planners in compiling civil erection execution portion of Master Time Schedule (MTS) and Site Time Schedule (STS) Ш Compare MTS and STS with Consortium Partner schedules and ensure that Consortium Partner’s schedules comply with Alstom requirementsШ Co-ordinate all civil and erection works on site including all interfacing requirements with Consortium Site Manager and other constructioncommissioning disciplinesШ Coordinate all works on site between differentmultiple civilerection contractors where applicableШ Ensure timely release of CivilErection Turnover Packages as per project requirementsШ Develop and implement recovery strategies where progress falls behind project requirementsTechnicalШ Report, review and resolve technical issues that arise during constructionШ Review designs for constructability issues and civilerection “best practice”Ш Maintain a close liaisoncommunicate with Engineering to ensure provision of drawings and other information meets the requirements of the programme. Where problems or inconsistencies exist ensure that the necessary corrective actionrecovery strategy is implemented.Ш Manage NCRFSINBCFDC system for civil works to ensure approved changes are implementedBudget and Commercial Ш Manage the civil and erection subcontractors appointed Ш Ensure that all claims for variations or extras from the civil consortium partner are fully investigated prior to releaseapproval for such works. This includes negotiating each claim with the civilerection subcontractorsШ Ensure remeasures of the work are progressively done as each section of work is completed AdministrationШ Manage civil and erection consortium partner interfaceШ Conduct and record regular meetings with civil and M&E consortium partner to review safety, quality, progress and commercial issuesШ Ensure daily logbooks are maintained with all relevant information regarding civil execution activities. Ш Provide information to support the use of the relevant management and technical systems including planning, construction monitoring systems (CMS), PIRS, punchlist database and other EPC toolsШ Set up and maintain appropriate filing systems for civilerection execution documentation Ш Communicate industrial relations matters to Consortium Site Management to ensure that a co-ordinated resolution is establishedШ Issue summary reports including weekly, monthly reports and other relevant feedback and ensure this feedback is produced to project and line management in a timely mannerШ Ensure all correspondence with civil erection consortium partner is performed in a timely mannerPerformance Measurement:Ш Civil and Erection ProgrammeШ Quality of Civil and Erection Works according the established Quality PlansШ EHS requirements within Civil Erection Works
